Should a Judge Be Able to Order Someone Not to Have Children?

An Ohio man with nearly $100k in child support debt was ordered not to have any more children, or else face one year in prison. While it seems obvious that this person has been irresponsible and has failed to adequately support the children he already has, is it ever fair to allow the government to control one's ability to procreate?
