Should Graphic Photos of Gun Murder Victims Be Made Public?

When 14-year-old Emmitt Till was murdered in 1955, his mother wanted the world to see his badly mutilated body in order to illustrate the brutality of racism. Should graphic photos of victims be made available to draw attention to the modern day tragedy of gun violence?
