Orlando’s Police Department is the subject of a number of police brutality lawsuits. The department has also been criticized for officers’ use of excessive force.

Because of this, the department has started to implement a series of reforms, and Police Chief John Mina issued a department-wide directive, telling officers to use “only the minimal amount of force necessary.”

Chief Mina also said that if officers witness another member of law enforcement using too much force, that they should step in and stop it, then report it. “As officers we have an obligation to protect the public and other officers,” Mina wrote in the directive, according to the Orlando Sentinel.

In November, the publication published the results of a 10-month investigation that found Orlando officers used force on 3,100 people from Jan. 1, 2010, through Dec. 31, 2014.
