A former police chief and two officers in the village of Biscayne Park in Miami are accused of framing a 16-year-old with multiple burglaries to meet a quota. According to the Miami Herald, federal prosecutors said the officials lied about the arrests to impress elected officials with crime statistics.
Former chief Raimundo Atesiano and officers Charlie Dayoub and Raul Fernandez arrested the juvenile in June 2013 and hatched a plan to frame him. The teen was referred to only as “T.D.” in the indictment, CNN reports.
They allegedly created false reports to suggest the teen broke into four unoccupied homes after they had four unsolved robberies. In 2014, Atesiano resigned from his position. “The existence of this fictitious 100% clearance rate of reported burglaries was used by Atesiano to gain favor with elected officials and concerned citizens,” according to the indictment.
Atesiano surrendered to authorities on Monday, CNN has reported, and his arraignment is scheduled for June 25. If convicted, he and the accused officers each face a maximum sentence of 11 years in prison.
